I’m not sure if I understand your question very well, but if you are wanting to live with your friend, yes, you most definitely can. You and your friend have to get in touch with the Housing Office and tell them that you want to live together. Sometimes due to the lack of spaces, they might not be able to do it, but if you apply early enough you would be able to in the place you want.

Now, if you are wondering if you can request an specific person without their consent, that unfortunately is not possible. Say for example you want only girls from California living with you. Unless you get in touch with all the girls that are from California and are coming here and want to live with you, then yes, otherwise they would just put you with other girls that somehow match your profile.

This is all for On-Campus housing though.

If you want to live Off-Campus, that’s another story and this varies by place. Some places would only rent you an apartment once you have a group of friends that want to live with you in the same apartment. Others would just randomly assign you a roommate, others would go through an extensive list of personality questions to assign you what might be a good fit for you.

Though, if it’s going to be your freshmen year, I would definitely recommend On-Campus housing. You’ll have a blast and make a ton of friends. Perhaps your new group of girlfriends that’s you’ll make would like to move together to an Off-Campus apartment after the first year.
